 The Government of India launched the Smart Cities Mission on 25.6.2015 to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of 'Smart' Solutions.

The purpose of the Smart Cities Mission is to drive economic growth and improve the quality of life of people by enabling local area development and harnessing technology, especially technology that leads to Smart outcomes. The focus is on sustainable and inclusive development and the idea is to look at compact areas, create a replicable model which will act like a light house to other aspiring cities.

The Mission covers 100 cities in the Country.

As per the guidelines of the Mission, the U.T. of Puducherry has been allocated with development of 1 Smart City.

The process of selection of cities consists of two stages:

Stage 1: Short-listing of potential cities by the States / UTs as per the allocation and as per the criteria laid out in the guidelines. The States / UTs have to nominate the assigned number of cities and towns from each State / UTs on four broad criteria and a total of 13 sub-criteria. The State Level High Powered Steering Committee has to evaluate and approve the proposal and to submit to the Ministry of Urban Development.

Stage2: The potential 100 Smart Cities has to prepare the Smart City Proposal, which should contain the strategy of development, for participation in the City Challenge. The proposals will be put through Stage-2 of the competition based on an elaborate criteria and will be approved by the Apex Committee constituted by the Ministry of Urban Development.

Status of Smart Cities Mission in U.T. of Puducherry:

The Government of Puducherry has nominated Oulgaret Municipality as the Smart City in the U.T. of Puducherry.

The Ministry of Urban Development has announced "Oulgaret Municipality" as the Smart City in the U.T. of Puducherry. The selected city has to prepare a city level Smart City Plan which will be evaluated in the second stage of competition.

Preparation of Smart City Proposal for Oulgaret Municipality under the Smart Cities Mission (SCM)

M/s.  Mahindra consultant Engineers Limited, Chennai in association with SUEZ Environment consulting and Akara Research and Technologies Pvt. Limited, which is one of the empanelled Consultants of the Ministry of Urban Development has been appointed as the Consultant on 6.10.2015 for preparation of Smart City Proposal for the Oulgaret Municipality in Puducherry.

A Smart City Proposal has been prepared by the Government of Puducherry & Oulgaret Municipality in cooperation with the consultant. The High Powered Steering Committee for the Smart Cities Mission in its meeting held on 10.12.2015 has approved the Smart City Proposal for Oulgaret. The Smart City Proposal has been submitted to the Ministry of Urban Development on 14.12.2015

Government of India has announced the list of 20 cities which are to be funded during this financial year on 28.1.2016 and the Oulgaret Municipality in the U.T. of Puducherry does not find a place in the list of the top 20 cities. 

In order to provide an opportunity to all the States / UTs to upgrade their Smart City Proposals, a Special Fast Track has been provided by the Ministry of Urban Development to cities located in 23 States / UTs in which none of the potential smart Cities were able to come in the list of top 20 cities. The Oulgaret Municipality was identified as one of 23 cities for the fast track competition.

A revised proposal was submitted to the Ministry under Fast Track Competition on 21.4.2016.

The Ministry of Urban Development has announced on 24.5.2016, a list of 13 cities which have been selected in the Fast track competition and the Oulgaret Municipality has not been selected in the competition.

The remaining 10 cities which have not qualified in the Fast Track competition, has to revise the proposals based on the specific observations of the Panel of Experts and to submit the proposal for Round 2 Main Challenge before 30.6.2016.

The Nodal Agency for Smart City and AMRUT Mission has been transferred from Town and Country Planning Department to the Local Administration Department as per G.O. Ms. No. 21/2016-Hg dated 16.12.2016 of the Chief Secretariat (Housing), Government of Puducherry.
