The Pradhan Mantri Awas Yojana (Urban) - Housing for All was launched by Government of India with an objective of providing houses to each and every family by the year 2022. The Mission is being implemented during 2015-2022 and provides central assistance to Urban Local Bodies (ULBs) and other implementing agencies through States/UTs

The Pradhan Mantri Awas Yojana (Urban) - Housing for All has following four Sub-schemes giving options for beneficiaries, ULBs / Implementing Agencies and the State Governments:

      1. In-situ Slum rehabilitation of Slum Dwellers

2. Credit Linked Subsidy Scheme.

3. Affordable housing in partnership with Public & Private sectors.

4. Beneficiary Led Individual house Construction or enhancement.

The guiding principles for implementation of Sub-schemes are:

Sub-Scheme 1: In situ Slum rehabilitation of Slum Dwellers:

  • Any slum rehabilitation project taken for development using land as a resource for providing houses to slum dwellers.

  • Only slum-dwellers will be eligible for this section of the scheme.

  • The family income should be less than ₹ 3.0 Lakhs per annum.

Sub-Scheme 2: Credit Linked Subsidy Scheme:

  • This sub-Scheme will cover both Economically Weaker Sections having annual household income less than ₹ 3.0 Lakhs and Lower Income Group beneficiaries having annual household income of ₹ 3.0 Lakhs to ₹ 6.0 Lakhs.

  • Interest subsidy of 6.5 percent on housing loans can be availed from the banks upto tenure of 15 years and for loan amount upto 6 Lakhs. The applicant may also avail loan from the Banks in excess of ₹ 6.0 Lakhs also, but the interest subsidy will be limited to ₹ 6.0 Lakhs.

  • Maximum family income should be less than ₹ 6.0 Lakhs per annum.

  • The Lower Income group having family income between ₹ 3.0 Lakhs and ₹ 6.0 Lakhs will be considered only for this component.

Sub-Scheme 3: Affordable housing in partnership with Public & Private sectors:

  • Affordable Housing projects can be planned by the Government Agencies or Private Developers. The project will be a mix of EWS / LIG / MIG houses.

  • Atleast 250 dwelling units have to be developed under this Sub-Scheme and 35% of the total dwelling units should be earmarked for EWS Category.

  • The Government of India will provide Central assistance of ₹ 1.50 Lakhs for each EWS house. In addition, State share or concessions to the developers will also be provided for EWS houses.

  • An affordable sale price for EWS houses will be fixed by the Government of Puducherry and the EWS category people may purchase at the prescribed rates from the developer.

  • The sale price for the remaining category will be fixed by the developer.

  • Maximum family income for EWS category should be less than ₹ 3.0 Lakhs per annum.

Sub-Scheme 4: Beneficiary Led Individual house Construction or enhancement:

  • This Sub-Scheme is similar to the Perunthalaivar Kamarajar Housing Scheme and Bharat Ratna Rajiv Gandhi Housing Scheme implemented by the Government of Puducherry.

  • Financial assistance will be given to eligible beneficiaries who own a plot and are residing in dilapidated houses, huts and rented houses also.

  • Financial assistance will also be provided proportionately for addition of rooms / kitchen / toilets, if they are living in own houses having plinth area less than 250 Sq.ft.

  • Maximum family income should be less than ₹ 3.0 Lakhs per annum.

All the four regions in the U.T. of Puducherry viz., Puducherry, Karaikal, Mahe and Yanam have been selected for implementation of the scheme.

The Methodology for Implementation of Pradhan Mantri Awas Yojana - Housing for All (Urban) are:

The Administrative Structure to implement the Pradhan Mantri Awas Yojana at State Level are:

1. State Level Sanctioning and Monitoring Committee:

  • Constituted vide G.O. Ms. No. 33/2015-Hg dated 6.10.2015 of the Chief Secretariat, Puducherry. 

  • An Inter-Departmental Committee under the Chairmanship of the Chief Secretary to Government, Puducherry.

  • Functions of the Committee is to approve the Housing for All Plan of Action, Annual Implementation Plans, Approval of DPRs, Review and Monitoring of the scheme implementation.

2. State Level Nodal Agency:

  • Constituted vide G.O. Ms. No. 33/2015-Hg dated 6.10.2015 of the Chief Secretariat, Puducherry. 

  • Town and Country Planning Department, Puducherry has been nominated as the Nodal Department for the Scheme. In respect of Credit Linked Subsidy Scheme, Puducherry Housing Board has been nominated as the Nodal Department.

  • The Nodal Department has to coordinate implementation of the scheme and reform related activities.

3. State Level Appraisal Committee:

  • Constituted vide G.O. Ms. No. 20/2016-Hg dated 2.11.2016 of the Chief Secretariat, Puducherry. 

  • An Appraisal Committee under the Chairmanship of the Secretary to Government (Housing) for Techno-Economical Appraisal of the Detailed Project Reports of the Implementing Agencies.

4. City Level Mission:

  • Constituted vide G.O. Ms. No. 20/2016-Hg dated 2.11.2016 of the Chief Secretariat, Puducherry. 

  • A Monitoring Committee constituted for each region viz., Puducherry, Karaikal, Mahe and Yanam under the Chairmanship of the District Collectors and Regional Administrators.

  • To monitor the implementation of the Mission at City level and to function as a grievance Redressal body at respective region.
